Missions

The Athletics Integrity Unit (AIU) Open-Source Intelligence Analyst plays a critical role in the AIU's anti-doping and sports integrity capabilities in International Athletics.

This role is responsible for working largely autonomously, under direction of the AIU's Intelligence and Investigations (I&I) management team, to assist objective, fact-finding investigations into potential violations of anti-doping rules and/or integrity rules in International Athletics.

The Open-Source Intelligence Analyst works collaboratively with the I&I Department to exploit various open-source holdings, including social media, in support of investigations, as well supporting the development of the AIU's intelligence program. The Open-Source Analyst also works collaboratively with the AIU Case Management and Testing Departments to support their operations.

The Open-Source Intelligence Analyst conducts a full-range of analytical activities, including identifying topics/areas of interest, collection and analysis of information, making intelligence-based recommendations, drafting reports and identifying and reporting on strategic trends within International Athletics.

  • Support anti-doping and integrity investigations through the provision of timely and high-level open-source intelligence/evidence, including:

    • Utilise a suite of social media platform intelligence tools to identify, collect, monitor, analyse and report on relevant information to investigations

    • Utilise additional open-source intelligence tools in support of above

    • Own the development and consistent implementation of a repeatable open-source report following identified breaches of anti-doping and/or integrity rules to inform further AIU action

    • Develop intelligence briefs to inform planned AIU investigative interviews

    • Own the network mapping of relevant identities in International Athletics

  • Support the AIU operational intelligence program by:

    • Proactively identify candidates for Confidential Human Source approach

    • Develop intelligence briefs to inform AIU intelligence interviews

    • Assist in assessing the veracity and accuracy of AIU intelligence reporting, including the reliability of human sources of intelligence

  • Support, to eventually own, the AIU's Strategic Projects work, including:

    • Contribute to the research and reporting on strategic analysis papers

    • Identify countries and topics presenting potential long-term risks to International Athletics, for strategic analysis reporting

    • Draft strategic analysis reports for senior audiences

  • Work collaboratively with all relevant AIU internal partners.

  • Assist in the transition from intelligence reporting to disclosable evidence material in pursuit of prosecutable anti-doping cases.

  • Contribute to the development and maintenance of the AIU's relevant investigative policies and practices.

  • Liaise with the World Anti-Doping Agency, other anti-doping organisations, sports integrity bodies and law enforcement agencies to pursue joint investigative opportunities and enhance information sharing.

  • Work within, and influence the enhancement of, the AIU's information management systems.

  • Represent the AIU on relevant expert working groups, conferences and other public forums as required.

  • Occasional travel.

Profil

  • Extensive experience  (minimum 4 years of similar experience in intelligence and/or investigations, social media monitoring, open-source analysis and/or similar relevant roles) using commercially-available social media platform intelligence collection and analytical tools (including but not limited to Fivecast, OSINT Combine, Hunchly and Shadow Dragon), and other open-source investigations tools and methods.

  • Bachelor's degree of relevance and/or significant relevant experience in similar analytical and/or investigative roles.

  • Extensive knowledge of relevant social media platforms, including social networks, online forums, photos and video sharing platforms, and the different avenues information can be obtained to support intelligence and investigations.

  • Ability to interpret complex data and turn it into actionable insights.

  • Excellent investigative, intelligence and analytical skills.

  • Experience in identifying strategic trends, and reporting on such.

  • Experience in international entities and working across multiple cultural and language barriers.

  • Strong understanding of confidential information management processes, procedures and technical solutions to support such.

  • Interest in sport and knowledge of athletics beneficial, particularly knowledge of the World Anti-Doping Code and global anti-doping system.

  • Customer service focus and capabilities and ability to think outside the box and propose solutions.

  • Excellent English language, written and spoken.  Additional language(s) a plus as French.
